Russia, China, North Korea and a host of other countries are seeking to advance their repressive agendas at the United Nations' inaugural World Conference on International Telecommunications, set for December in Dubai.
These countries are pushing for the International Telecommunication Union (ITU), a United Nations treaty organization, to expand its mandate to include "regulation" of the Internet. This expansion would allow dictators to advocate treaty changes that could have the effect of legitimizing their censorship efforts." Read more
